Is the Canada Start-up Visa still open in 2026?

The pause has not been formally ended as of May 2026; founders considering Canadian PR should plan around the alternative routes (see below) unless they already hold a valid 2025 commitment certificate.

I have a 2025 commitment certificate, what is my deadline?

The deadline was 30 June 2026, and that date has now passed. IRCC set it as the cut-off for complete permanent-residence applications under the SUV stream, and stated that applications submitted after it would not be processed. If you filed in time, the requirements that applied were: (1) an unaltered original commitment certificate; (2) language-test results (CLB 5) valid at the time of filing; (3) settlement-funds proof matching the IRCC table for your family size; (4) current business plan and ownership documents. What were the SUV commitment thresholds when the program was open?

Accepted Answer

Three commitment types, all requiring a Letter of Support from an IRCC-Designated Organisation: (1) Venture Capital fund, minimum CAD $200,000 confirmed investment; (2) Angel Investor group, minimum CAD $75,000 confirmed investment; (3) Business Incubator, no minimum capital required, but acceptance into the incubator program. From 1 April 2024 IRCC capped each designated organisation at 10 complete SUV group applications per year, and from 1 January 2026 the new-commitment intake is paused.

What are the language and settlement-funds requirements?

Language: minimum Canadian Language Benchmark (CLB) 5 in all four skills (speaking, listening, reading, writing). Take IELTS General Training, CELPIP-General, or TEF Canada / TCF Canada (for French). CLB 5 is functional, not advanced, but applications without test scores are returned. Settlement funds: published table on canada.ca, currently around CAD $15,263 for a single applicant rising with family size; you must show liquid funds available at the time of application, not balances borrowed days before.

Can I apply with co-founders?

Yes. Up to 5 co-founders can apply together under one commitment certificate from a designated organisation, provided each founder owns at least 10% of the voting rights in the business. The designated organisation's Letter of Support names the team. If one co-founder withdraws, the remaining founders may still proceed as long as the qualifying ownership and viability thresholds are met. Each co-founder must independently satisfy the CLB 5 and settlement-funds requirements.

Where can I live as an SUV-PR holder?

Anywhere in Canada EXCEPT Quebec. Quebec runs its own selection system and its provincial economic-immigration programs (PEQ, QSWP, note Quebec's Investor Program was suspended) do not interface with the federal SUV. SUV applicants are admitted as PR with the intent of settling outside Quebec. If you want to be based in Quebec, the right routes are the Quebec Entrepreneur (Programme Entrepreneurs) or Quebec Self-Employed (Travailleurs Autonomes), both with separate French-language and capital requirements.

My business fails after I get PR, does that affect my status?

No. Permanent residence under SUV is granted up-front, before the business has fully proven itself. Once you are landed as PR, your status is independent of the business's success. You can take employment elsewhere, start a new business, or pursue another field entirely. The federal government does not revoke PR if your SUV business fails to scale. The trigger for any review would be evidence of misrepresentation in the original application (a sham business, fabricated documents, undisclosed prior refusals), not commercial outcome.

What are the alternative founder routes if SUV is closed?

With SUV new-commitment intake paused, founders typically consider: (1) C11 / C12 Work Permit (Significant Benefit), a Labour Market Impact Assessment-exempt work permit for founders whose business will create significant economic, social, or cultural benefit to Canada; not PR directly but a path to it; (2) Provincial Nominee Programs (PNPs) with entrepreneur streams, Ontario, BC, Manitoba, Saskatchewan, and others run their own entrepreneur PNPs with provincial selection criteria; (3) Express Entry, Federal Skilled Worker / Canadian Experience Class if your background scores well enough on the CRS; (4) Intra-Company Transferee, if your business is already operating outside Canada and you can transfer yourself to a Canadian subsidiary; (5) Quebec PEQ Entrepreneur for Quebec-based plans. Each has different timelines and prerequisites.
